COPPA

Also: Children's Online Privacy Protection Act

The US federal law, enforced by the FTC, restricting collection of personal data from children under 13 without verifiable parental consent. For advertising it prohibits behavioral targeting on child-directed content and services; the 2025 amended rule expanded the definition of personal information and tightened consent for third-party disclosure. Platforms treat child-directed inventory as contextual only.
