The US industry body that audits and accredits measurement services and sets minimum standards for counting impressions, viewability, invalid traffic, and audience. MRC accreditation is the credential that lets a vendor's numbers be used as a basis for billing. The council was created in the 1960s at the urging of Congress after the television ratings hearings.
