What moves it
CPC is set by competition and quality: the more advertisers bidding on the query and the weaker your Quality Score, the more you pay. Brand terms cost cents; competitor terms cost the most. Smart Bidding will raise CPC when it predicts a conversion and lower it when it does not, so average CPC under automation is an output rather than a lever.
